Once you're sure you like where the lip is sitting, drill two 1/8-inch holes through the end plates on the lip and the flanges of the bumper. Then pull the lip off, peel off the contact paper on the double-sided tape, and mount it permanently. This time, use the supplied self-tapping screws.
